Not able to add 10th collaborator

Hoping someone can help me address an issue using the Free version of Trello. I am trying to add the 10th person, which will bring us to our limit, but when I go to add them, the add to board button is disabled.

Welcome to the community.

Can you confirm the number of users on the workspace? If you have 9 users on the board but 10 members on the workspace, you won't be able to add another user in the free version.
