If you add members to a TEAM, then you're charged for it, in your case, you would need to get the funds back from them if you wanted them to pay for it. However, depending on how many boards you have you might be able to add individuals to a single board within a team and you wouldn't be charged.
However, when they are added to more than 1 board, or to a team, you would be charged for each person, same as you would be if you added them to a team.
