My personal free trello account has been deactivated. How can I find out the reason and fix the problem? I think it may be because I stayed in the Russian Federation for a while due to regional policies, but that was only for a short period and I moved away a few years ago. I still want to use my email for Trello. Is it possible to resolve this issue, or at least get 24-hour access to recover my old data?

Do you mean your account or product subscription?
Atlassian can deactivate free subscriptions due to inactivity. You should have been notified prior to deactivation. After the deactivation, you have a short period of time to reactivate the subscription. Please check this page: https://support.atlassian.com/subscriptions-and-billing/docs/reactivate-a-subscription/
