My Trello Lists Won't Stay in my Desired Order

I can't figure out why my list "Maintenance" won't stay between "Implementation" and Paused.

Every time I leave the board it jumps after "Paused" or Ramping Down'

I check similar posts and confirm I don't have any Butler tasks or filters that might be updating. And no one other than me uses this board.
