Multi Board member

Hi, I have a premium account but want to add someone who is already in one board to another and it is saying I need to pay again. I thought I had unlimited collaborators?   according to the link attached. https://trello.com/pricing

Hi @Kate welcome to the Atlassian community! With Trello Premium, you can add an unlimited number of individuals as collaborators (in other words you can add 25 unique member to a board, even if they are not workspace members). Once you add the same member to more than one board however, they are billable as a multi-board guest. Premium workspace members and multi-board guests are billable per user.
