Missing Observer Permissions

I am added users to my board, but I would like to add them as an observer.

When I click on Change Permissions, it only has the option for Admin or Normal. Nothing else.

Can I add users to a checklist?

Community moderators have prevented the ability to post new answers.

@Isaac Koenig observers can only be added to boards that are part of business class teams.
