Membership Fees regarding Business Version of Trello

In trello business version it is mentioned the fees as per user. So I want to ask that what that user signifies.Whether per team member or per team or what

To put it simply: Per user.

• If your team has 10 users, you pay 10 times the fee.
• You apply the paid plans per team, but the price depends on the number of users in a team.
