Member of board needs to be able to "ADD TO CARD" automatically

If I want a member of the board to be able to perform an "ADD TO CARD" operation, I need to add the respective member explicitly.

Is there a setting to automatically grant access to "ADD TO CARD" operations (actually to ANY editing operations) of a card to all the members of the board?
