I'm brand new to Trello. Just getting started and have a very basic question that I can't seem to find a simple direct answer to. 

What is the difference between a Card and a List, and why would you choose to use one over the other? If they are interchangeable, then why are they both offered... in other words, how do their functions differ and how are they used?

You can find the basic information about boards, lists and cards here.

Cards and lists aren't interchangeable, you have to have a list in order to have cards. A list is more of a "categories", while the cards within the list are the details of that subject.

For example, on this Meal Planning Board you'll see that they have several lists,  Vegetables, Legumes, Pasta, etc.  and for each of the categories, there's recipes.  The cards in the list are recipes.
