Yes, you can set a board so that only board admins can edit/create cards but still allow people to comment (or vote, using the Voting Power-Up).
- The board needs to be Public. If it's private, change it to Public:
- Set the Commenting permissions to Public:
- If the board is in a team, you'll need to click this option to remove the checkmark. You don't want people being able to join the board as members, because members can create and edit cards:
