Laptop login

I am trying to login from my laptop. I get to the six digit verification code and can’t find it anywhere. I don’t have a specific verification app on my phone that it would be sending it to. I use my 24 digit recovery key It doesn’t do anything but give me a new 24 digit recovery key. I am logged in on my app on my phone but can’t work effectively on my phone. How do I get to be able to log back into my laptop?

I haven’t received any emails. What else can be done?

There is nothing in my junk/spam folders. I have received emails that asking if I have used my recovery code but that is all that I have received. 

how can I get in?
