Join labels

How can I join similar labels without lose history of them on the cards?

We have two similar labels with same color and would like to join both at one. However if we delete a label all cards that have this label are changed.

Labels:   not target, not-target (same color)

We'd like to join labels or change history cards to use just one of them, so then we can delete the other label
