I am working in a large institution with approximately 30 departments.
We need a system to inform other departments of requests specific to that department. That department team should be notified of the request. When the request is closed, a notification should be available to the sender department.
Messaging platforms won't work, as there messages will go to every department, which is undersireable.
Is trello boards, with a list specific to each department, a good fit for this requirement.
Any pointers are appreciated.

Let me dispel the myth about Trello only being for personal purposes, small businesses and simple task management.
As a Trello consultant, I have worked with 1-person businesses, medium-sized businesses with globally dispersed teams and large multi-national companies. I have built Trello for pretty much every business function that exists and across a huge number of sectors.
So in answer to your question, yes it can fit your needs.
Whether it is the best fit really depends on many factors and would require understanding your needs a little more.
