There is a limit to create 10 boards in a workspace with free license. Is there any limit in the number of creating Workspaces in Trello with free license?
I would recommend taking a look at this page on Trello: https://help.trello.com/article/927-what-are-teams - this goes through workspaces in a bit more detail. However, it looks to be that there is no limit on the number of free workspaces you can have.
