It appears that I have to upgrade each workspace and that the premium will only apply to each workspace - surely this is not the case, and I'm confused.
I'd like to use for my team but opposed to signing up each workspace to premium for each team manager

I wanted to clarify some details about Trello subscriptions for you. The Trello subscription is tied to the Workspace, meaning that all users on a board within a Premium/Standard Workspace can utilize Premium/Standard features.
If you require managers to have individual Workspaces with premium features, you will need multiple Premium/Standard subscriptions or an Enterprise plan. Please note that Enterprise plans require a minimum of 50 user seats, but allow you to have multiple Workspaces with Premium features.
It's important to emphasize that Premium/Standard Plans are billed per user within a Workspace. Therefore, having 5 Workspaces with 1 admin each costs the same as having one Workspace with 5 admins.
Additionally, some user types, such as guests who only have access to a single board, are not billable.
These users aren't necessarily Board members; they can see all the Boards in Workspace, create new Boards, etc.
All the Workspace Members are billed.
Guests are users who aren't Workspace Members; however, they are members of one or more Boards on Workspace. They aren't able to create Boards, see other Boards in the Workspace, access custom Views, etc. They need to be more tricky regarding the billing question.
Single-Board Guests: Members of one Board of the Workspace (regular users or observers) aren't billed.
Multi-Board Guests: Members who are members of two or more Boards of the Workspace and are billed.
