Is it possible to remove the ability of members to move cards?

We would like to let members to create and edit cards. The ability to move cards must be assigned only to the admin user. Is it possible?

You can do this by automation.  It won't prevent them from moving them but the rule would move the card straight back to where it came from. 

Something along the lines of, "When a card is moved into {listname} by anyone but me, move move the card to the bottom of list {triggercardpreviouslistname} and post comment, "Uh oh, silly you, you don't have permission to move this!"

You can replace the "anyone but me" with the admin username
