Is it possible to invite people to one card without having them see my entire board? How?

I would like to add a person to one card that is specific to the work she and I are doing together, but she is outside my agency so do not need her to see my entire board.  -only one card that involves her.

Hey Nancy!

With Trello, permissions are board specific. At this time, Trello is not able to offer card specific permissions. This is a feature request that has been received, so hopefully this can be implemented in the near future. 

For the time being, you'll need to have separate boards for privacy.
