I would like the person to send the document by email and then be able to inform Trello that the activity is done, as we don't want to give too many people access to the board

Use email to board and a new card will be created on the list you wanted with the attachment. Depending on your other setup like Watch you get a notification. My customer use this with other keywords in Subject eg …Action: takeCharge and with Trello automation you can do a lot more.
