Is Trello able to restrict end-users from creating new workspaces?

Since adding our Trello enterprise to being SSO enforced, we are seeing a lot more requests to add Workspaces to the Enterprise.  What are the benefits to adding a Workspace to the enterprise and are there a way to restrict that request?

Thanks! super helpful for the board creation, but not as much on the Workspace creation.

I guess my follow-on question is around, what benefits to having structure within our workspaces brings to our Organziation.
