We are getting a message that we cannot add members because of reaching the 10 collaborator limit when we have 7 members.

A collaborator includes more than just your active Workspace members. The 10-person limit is calculated by adding together:
Workspace members: People who belong to the Workspace itself.
Workspace guests: People who are invited to specific boards but are not members of the Workspace.
Pending invitations: Any outstanding invites to boards or the Workspace that haven't been accepted yet
What you could do here is remove guests, cancel pending invites, or close boards that are not needed (as members of closed boards do not count toward the collaborator limit; or at least they shouldn't)

There also might be a slight delay after you actually remove users until you can invite new ones.

Hmm... then I'd advise you to reach out to support via this channel: Atlassian Support
But you can only raise a ticket there if you're on a paid plan. What you could do is to start Trello Premium free trial in order to be able to raise a ticket, and once you resolve it, just switch back to the free plan. 👀
Not ideal, but that's the fastest way you can get official help :/

Hi @Zoe Valerie, I've taken a look at your account, and I can confirm that while the board you're on has only 7 members, there are 3 additional members of the Workspace that board belongs to, bringing the total collaborator count to 10. There are a couple of options for how you can resolve this:
