In the free version of Trello, is there a way to notify all users when new information is added?

I would like to know if in the free version of Trello, there is a way to notify all users of additional information added to a board, or comments made on a card, etc. I tried to add a comment to a card and I have my notification settings set to on, but I never got any notification.  I am talking about notifications on a smartphone.  THank you.

You can't notify yourself because you already know you did it :)

Also to notify groups of people, use @board or @card

Thank you, that link is helpful!  I am super new at this, so what do you mean when you say "to notify groups of people, use @board or @card"?  Where do I enter that info?
