I want to close a board but that option does not appear on the board menu. What do I do now?

If you're not an admin of the board, you won't be able to close (or delete it).  You need to either be made admin of the board, or ask the admin to close the board.

Further question on this. If the Board Admin has left, how do I change the Admin, or close down any boards they are Admin of and are no longer needed?

There's some guidance on how to potentially overcome the issue at hand. Please check out http://help.trello.com/article/768-changing-the-admins-of-a-team-or-board for more detailed information about that.

If for some reason none of the mentioned items work in your favor, it might be best to make a new board, and then move each list from the existing board to the new. Moving each list will keep comments and activity in tact, and you'll just need to add other members to the new board. You'll then be the admin of the new board since you created it. If the board is no longer needed, then you can archive/delete each card and have everyone leave the board (except that one user). The board will live, but it will be blank
