Just to make sure it's clear: subscriptions apply to a workspace. They don't apply to boards, users, or accounts. In a workspace, you are billed per the number of seats needed. Every user who is added to more than one board in the workspace will need a seat.

So, if you are being billed for "two subscriptions", it sounds to me like one of two things may be happening:

1: You have two Premium workspaces, hence 2 subscriptions

2: You have one Premium workspace, but have noticed that the charge is for 2 seats. This would mean there are 2 billable users in your workspace.

according to the infosmation you provided it could be that you have a guest in your workspace , that has access to two or more boards . 

Trello counts billable Users in Standard and Premium Tarif as follows:

* Users that are added directly to the upgraded workspace
* Guests that are added to two or more boards in the  workspace
