I want to add power-ups, but I want to allow only the admin to use it
without the space members being able to use it. Is there any mechanism to do that?

As Trello is predominantly a collaboration tool so it is structured typically so that a Power-up is enabled for the board and thus all its members.  

However, some controls like you ask may be possible in certain power-ups.  What power-ups specifically are you looking to restrict usage of?

You could replicate that functionality with an automation button which you can create only for people you want to use it...
