I want new trello cards to be at top of list by default. I use trello as a to do list. I use the app on my phone. I don't want to drag them to the top after I create them. Can you tell me how to do this.

Unfortunately there is not currently a way to do this within the app version of Trello. I can definitely see how it would be useful, and will pass your suggestion along to our team.
In the browser version of Trello, you can click on the three dots at the top of the list and then Add Card. This will place the card at the top of the list. Alternately, you can sort by Newest First.
