how can we ensure that only workspace admins are able to link a slack workspace through APIs?

Thanks for reaching out.

While there isn't a way to restrict linking a Slack workspace to Workspace admins via the API, only Workspace admins will be able to connect the Slack app to a Trello Workspace.
