I have two trello accounts with two different e-mail addresses. I need it like this.

I have two trello accounts with two different e-mail addresses. I need it like this.

I have two questions.
1.- Can I use the new ‘switch board’ utility at the bottom of the page despite being on different email accounts?
2.- Can I share my board with another person who has a Trello account but is not registered in my Trello account, like a ‘guest’?

Welcome to the community!

No, you cannot use the ‘Switch Board’ utility across Trello accounts that are tied to different email addresses. The Switch Board (or Board Switcher) only shows boards from the currently logged-in Trello account.

Yes, you absolutely can share your board with someone else as a “guest.” That user doesn't need to be in your Workspace to access an individual board.
