@Mike Short If the current administrator will not make you an admin or if there is another issue you will need to work with support.  Even then they might not be able to help you depending on how it is setup.  I would suggest working with the current admin and following the instructions that @Carlos Garcia Navarro provided.  If that will not work we can escalate this to Atlassian support.
