How to set task completion rules

Hi, i need to preset task completion rules or conditions.

So that a person who completes the task cannot mark it complete untill he uploads a file or fills the form.

Are there any examples of it?

The current difficulties include (1) enforce the user actions and (2) any indicator set on a Trello card can be set with actually completing the action eg. add a label

I can think of one approach, which is to use Hipporello builder to create the form on the card and have a non editable Hipp field to indicate completion of action. However, currently there it does not have a card automation to update the card completion attribute.
