How to restrict or invite members without administration powers? How to invite Guests?

I joined trello only 2 weeks back.

I invited a member,  but see that he has all the administrative powers like creating new boards, inviting members etc.

How to restrict them?  How to give specific permissions to them?

I am particularly concerned because if any invited member by mistake or by malicious intent upgrades to Business class, then I might be charged for it.

Request everyone to enlighten me on the subject.  I intend only to subscribe to Trello Gold and not Business class. Please give me tips and tricks to follow.
