How to manage members ?

Hi, I have a question :

Lets say we are 15 members in our Workspace, we pay for 15 users like the plan says

Someone leave the company and we remove him from Trello

We go from 15 to 14 then (still over the limit yes)

Because we're paying for 15 we can then add someone else right ?

Yes, or if you pay monthly you bill will drop to 14 user
