Until July 2021 all attachments were public and it didn't matter if the board was private or public.
I need to find a way to keep my board private and have the attachments public again in order to share links with people that do not have a trello account.

You can share the card using the External Share powerup which is a paid powerup at https://powerups.club
Or you can upload your files to a cloud provider (Dropbox/google drive etc) before adding to the card - then just use the sharing mechanism in those cloud providers.
Are you able to provide more details. I am aware that several people had highlighted this.
I tested sending a attachment url from a private board to several people on Whatsapp and they were able to get to the image with url

I used a the Contalist Power Up to send a card 'image" with the attachment. Like wise the mail recipient could see the image ...url as above.

I might have found some answers. I created a new board and the image address is different ... and this time user was asked to sign in to Trello.

Those Amazon s3 links will be migrated over in the next few weeks. All urls will work like the newly uploaded attachments.
