How to disable a button on a board

There used to be a check box to enable/disable buttons on a board. Has this feature been removed? I'm looking to have certain buttons on all of our boards except one and I can't find a way to do this.

PS I see that there is a way to hide/show buttons for myself, but I want to do this for others rather than having to teach a bunch of people how to do this and to invite user error.
