How many User Tier do i choose

Hi everyone,

I am in the leadership team of a small NGO. They have been impacting children in Uganda under different names for over 30 years but failing to build something big. 

Over the past year I've been working to build a strong brand. Trello has helped the organisation a lot. 

We've now reached 10 members of the board but there are more volunteers who want to help. I'm signing up for the 75% off for NGOs and i am wondering how many paid User Tiers i need. Can i upgrade just the leadership team, and then still have unlimited board member edittors?
