How does billing work for Trello Premium if only 2 out of 5 colleagues want to use it?

We have a team of 5 people. Two of us would like to use Trello Premium and the others would just need to be able to access the Board and be able to read nad comment.
Is this possible? Do we pay Premium for 2 users? The other then only have basic features in the same board? Does Workspace mean User?

Yes, you can have 2 users as members of the workspace and the other 3 as single-board-guests. Details here https://support.atlassian.com/trello/docs/board-guests/
