The Team is private and visibility is public. Under actions, it says I can watch, but nothing else.

Trello does not offer any private messaging in Trello. Please reach out to the board admin directly, to be added to the board as a member. This will allow you to collaborate and comment on that board. We will not be able to change any settings on the board from our end for security/ privacy reasons.
