How do members get edit privileges in free version? We have fewer than 10 collaborators.

We have a workspace with fewer than 10 collaborators but they only seem to have view privileges.  Trello prompts me to upgrade to premium but help pages suggest that with fewer than 10 everyone is an admin.  Am I missing something?

The 10-collaborator limit includes "pending invitations". You might want to remove some of those to create space. Details here https://support.atlassian.com/trello/docs/workspace-user-limit/
