How do I add a user as an observer?

It looks as if the board in question is not part of a Business Class team. The Observer feature is only available in Business Class. If you already have a Business Class team, you can associate your boards with the team using these steps: http://help.trello.com/article/752-changing-the-team-to-which-a-board-belongs
