How can I make a copy of a board When I have used up all of my boars but have cleared some for re-us

We have used up all of our given amount of boards, but have cleared some out dated ones that we just re-use. We have a template board because all of our boards have pretty much the same template.

I need to use one of our old boards that has been cleared and somehow get the template onto that board? Does anyone know how to do this?

You can't really insert a template into another board.  You could manually copy the lists/cards over - or you could close that board and then copy the template.
