How can I make it so that different users on the same board see different cards? How can I customize card visibility for users? 

I need User #1 to see only a specific set of cards, User #2 to see a different set, and Users #3 and #4 to have visibility of all cards. For me it is important that users #1 do not see the card of user #2

You can do this using filters by member.

I understand your needs, it comes up often on here and I always start my reply with this.

 

Trello is an agile and open collaboration tool.  It is designed with simplicity, collaboration and transparency in mind.  This means that you get less controls compared to other tools.  

 

For your use case, you would require a setup like this.

You would have to set up automation to connect the cards between them and mirror information
