How can I add a picture for my member instead of waiting for him. My client doesn't like initials

If we add a picture to our profile, a picture will come up vs initials.  My client doesn't like initials, so instead of always waiting for the employee to post a picture, how can I do it myself.

A profile picture is an individual user setting, so only that specific user can upload their own.

That's what I thought, but my client said she did it before.  I asked her if she was logged in as him, and she said no.  I think she actually was in my opinion.  I just wasn't sure, so if you're 1000 percent sure, then I'll let her know.  Thank you
