Greetings. How can I allow observers to comment and vote on my Board?

I have a non-team public board. For some reson, I can't allow commenting, voting (Power-Up is anabled) on my board to observers. Why?

@InglyistObservers can only be added to team boards. For a public board, you can set the voting to public, see here: https://help.trello.com/article/788-voting-on-cards
