Got 429 error when creating, moving cards on a single board. LOCK_TAKEN_ERROR error message

I have an issue when creating, moving cards both inside or outside a board. The message i've got: {"message":"Unable to move card to different list","error":"LOCK_TAKEN_ERROR"}

I think it's not the problem of rate-limiting. 

x-rate-limit-member-max: 200

x-rate-limit-member-remaining: 199

Can anyone explain the reason or how can I get rid of this issue?
