How can we re-activate it ?

Try asking your Workspace admins to reactivate your account from the Workspace members section by selecting Reactivate.

In this case it sounds like your account may be managed by your organization. I’d first suggest reaching out to your IT/admin team to check whether they deactivated your Atlassian account and if they can reactivate it.
