To be able to allocate cards to a member they will need to them to be members or guests to the board.  

Are you trying to restrict their ability to change things or looking to allow external access to your Trello board?

If the latter, there are some tools out there that can bring external sharing of Trello cards, like this for example:

hi, yes i want to restrict them from viewing the other cards on the board and changing anything on the board.  thank you for answering. :-)
