Does Business Class allow an Admin to run a report where cards are organized by team member? It could be directly in Trello, or in a MS Excel spreadsheet. Our director needs to be able to see, at a glance, what cards have been assigned to each team member.

No, not exactly. Business Class teams can export their boards as CSV files, but this primarily is for exporting the content of the board, not reporting on assignments.
