Do I have to have a Trello Plan in all Team Members account to have unlimited Team Boards?

Hello Trello Community!

I have a Team in Trello which I have reached the maximum number of boards: 10. My team is composed by 4 members. I searched for an upgrade from Free Account to Business Class, but I would like to know if all the team members must have the Business Class plan or just the Team administrator?

I need to have unlimited number of Team Boards.
