Is there a way to disable this useless and distracting new Mark Complete option? I'm asking because it keeps moving the content when I roll over the card and it's driving me crazy.

Yes, in settings you can turn it off (if you need to do it for a large volume of boards you can use this tool: https://trellotools.azurewebsites.net/BatchBoardPref)
