Is there a way to configure the board so when a card is placed in it's finial destination lane, in this case lets call it completed, that it can send out a notification via email that it has reached it's finial destination?

There's no built in function, but you could set up automation like Butlerbot to add a comment advising you that the state of the card has changed.
