What I am trying to do is create a system that has different custom fields for different cards. In the first list on the board there would be templates with all of the cards that contain different fields. For example, my first card would have custom fields like State, Zip, Name, Date, Reference #, ect. Than my second card in the template list would have custom fields like Status, Availability, Estimated Time of Arrival, ect. When I tried to do this the first time, when I went to make my second template card all of the custom fields were in there already and I couldn't separate it by card. It seems to be the custom fields are for across the board and not just for cards. Any chance I am missing something or will I have to figure out another solution? Thanks!

You are absolutely right - the costum fields you can create are available for all cards (across board) only. So you didn't miss out anything!

It's not possible to create custom fields at the card level - only at the board level. This is the case with all power ups I believe.
Would it make sense to split up the boards? It sounds like each template card serves a different function/workflow. I don't know your process in depth, so this might not make sense for your particular case.
An alternative would be to use the description to list out the required information to be populated for each template card. I would recommend using markdown (like bullet points, bold etc.)

Thanks @Hannah Humbert - Simpla Workflows @Fabienne Gerhard @KAGITHALA BABU ANVESH for your help! I am a logistics manager and what I am doing is tracking assets, personnel, equipment, ect. We have the ability to use a "T-Card System" which is a bunch of colored index type cards that you can put into a rack (pretty much trello in a hand written form). See attached photo for example. I absolutely love trello and use it for a lot of different things and it hit me one day to add this type of system to a trello board. The one draw back to the physical system is that the cards are in one location, if you're not in that location you can't track it. If I am adding cards and someone has a question, they have to call me and ask. I want them to be able to go on the trello board and see it for themselves and collaborate if need be. The problem with putting it on trello is that all those cards are different, while most of them have some of the same fields, there are some differences.
@Hannah Humbert - Simpla Workflows I tried making different boards for different "T-Cards" (for example a yellow card, blue card, ect.) It did work with the custom fields BUT what I need the ability to do is bring them all on one board instead of going back and fourth between different boards. When I tried copying the card and transferring it out of the board I was in, only a few of the custom fields transferred over. Kinda frustrating.
@Fabienne Gerhard I tried CRMBL and tried to make it work but it was just a little to sales forward. I should have clarified what I was using the board for in the first place. Thanks for the suggestion!
As much as I want to make it work, I just don't think that its possible. It would be awesome if it was and would make me one happy camper to use trello to do it since I like it so much. If anyone thinks they have a solution that allows me to keep it in trello I am all ears! THANK YOU SO MUCH! I appreciate the time you all took to reach out.

If the both card's are for same issue type. It's not possible.
If both card's are from different issue types, you may check with field configurations. and hide the fields in Field configuration.
